Since our last update following the 2026 Teachers Study Tour, CARE has continued its work in education, remembrance, public engagement, and historical accountability.

1. Glendale “Comfort Women Day” Commemoration

On July 25, CARE co-hosted the annual Comfort Women Day commemoration in Glendale, California, with Korea-Glendale Sister City Association, Hwarang Youth Foundation and where community members gathered at the Peace Monument to remember the victims and survivors of the Japanese military sexual slavery system and reaffirm the importance of preserving this history.After flower presentation at the Peace Monument, everyone gathered in the Glendale Central Library Auditorium for the commemoration event.

The City Council members who attended the event expressed Glendale’s steadfast support for the Grandmas and women’s human rights representated by the Peace Monument in Glendale. Here are the speeches by Mayor Ardy Kassakhina, Elen Asatryan, Vartan Gharpetian, Alek Bartrosouf, and Dan Brotman (who spoke at the 2026 Internatioan Women’s Day event at the Peace Monument).

On July 28, Glendale City Council issued the annual “Korean Comfort Women Day” Proclamation at the City Council meeting. We deeply appreciate the City’s continued expression of support for the Grandmas and the community.

2. Revisiting the Kono Statement: What Does “Resolution” Mean Today?

On August 13, CARE Executive Director Phyllis Kim participated in a seminar at the Korean National Assembly examining the 1993 Kono Statement and its meaning more than three decades later. The seminar brought together Korean and Japanese scholars and advocates to discuss whether the Kono Statement can still serve as a meaningful starting point for resolving the Japanese military “comfort women” issue.

In her remarks, Phyllis questioned whether treating the Kono Statement as a “minimum standard” risks turning it into a ceiling on Japan’s responsibility. She also emphasized that the issue can no longer be understood only as a bilateral dispute between Korea and Japan. Over the past three decades, survivors, international human rights bodies, educators, and civil society around the world have expanded the discussion to questions of state responsibility, wartime sexual violence, reparations, historical memory, and prevention.

This continuing debate is also a reminder of why education and public memory remain essential: unresolved history cannot simply be declared resolved by governments.

3. International “Comfort Women” Memorial Day at House of Sharing

On August 8, CARE attended the International “Comfort Women” Memorial Day event at the House of Sharing in Korea, joining survivors, advocates, and community members in remembrance and reflection. The governer of Gyeonggi Province, Choo Mi-ae, as well as many politicians at the National and local level attended the event, expressing deep support for the justice for the Grandmas, emphsizing the importance of the history education for the next generation.

4. International “Comfort Women” Memorial Day by the Ministry of Gender Equality and Family

The following day, August 14, CARE attended the Korean government’s official Memorial Day ceremony honoring the victims of Japanese military sexual slavery. The national observance brought together survivors, government representatives, activists, and members of the public to remember this history and its continuing significance. These recent activities reflect CARE’s ongoing commitment to education, remembrance, historical justice, and ensuring that the voices and experiences of survivors continue to inform our understanding of women’s human rights today.

글렌데일 “위안부의 날” 기념행사

7월 25일, CARE는 한국-글렌데일 자매도시위원회, 화랑청소년재단(Hwarang Youth Foundation)과 함께 캘리포니아 글렌데일에서 매년 열리는 “위안부의 날” 기념행사를 공동주최했습니다. 지역사회 멤버들은 평화의 소녀상 앞에 모여 일본군 성노예제 피해자와 생존자들을 기억하고, 이 역사를 보존하고 다음 세대에 전하는 일의 중요성을 다시금 되새겼습니다. 평화의 소녀상 앞 헌화식에 이어 참석자들은 글렌데일 중앙도서관 강당으로 자리를 옮겨 기념행사를 이어갔습니다.
행사에 참석한 글렌데일 시의원들은 글렌데일 평화의 소녀상이 상징하는 할머니들과 여성 인권에 대한 글렌데일시의 변함없는 지지를 다시 한번 밝혔습니다. 다음은 Ardy Kassakhian 시장, Elen Asatryan 시의원, Vartan Gharpetian, Alek Bartrosouf, 그리고 Dan Brotman 시의원 (2026년 세계여성의 날)의 연설입니다.

고노담화를 다시 묻다: 오늘날 ‘해결’이란 무엇인가?

8월 13일, CARE 필리스 김 (김현정) 대표는 대한민국 국회에서 열린 고노담화 관련 세미나에 참여하여 1993년 발표된 고노담화가 30여 년이 지난 오늘날 어떤 의미를 갖는지 논의했습니다. 이 세미나에는 한국과 일본의 학자 및 활동가들이 함께 해, 고노담화가 오늘날에도 일본군 “위안부” 문제 해결을 위한 의미 있는 출발점이 될 수 있는지를 논의했습니다.

김현정 대표는 발표에서 고노담화를 “최소한의 기준”으로 받아들이는 것이 오히려 일본이 져야 할 책임의 상한선으로 굳어지는 위험은 없는지 문제를 제기했습니다. 또한 이 문제가 더 이상 단순한 한일 양국 간의 역사분쟁으로만 이해될 수 없다는 점을 강조했습니다.

지난 30여 년 동안 피해 생존자들, 국제 인권기구, 교육자, 그리고 세계 각국의 시민사회는 이 문제를 국가 책임, 전시 성폭력, 배상, 역사 기억, 재발 방지라는 보다 광범위한 인권의 문제로 확장해 왔습니다. 오늘날에도 계속되는 이러한 논쟁은 왜 교육과 공공의 기억이 여전히 중요한지를 다시 보여줍니다. 해결되지 않은 역사를 정부 간 합의만으로 단순히 “해결되었다”고 선언할 수는 없습니다.
