❖ Summary

CARE has withdrawn its support for the Petrified Survivor memorial project, which has been promoted as a memorial for ALL survivors of CRSV (conflict-related sexual violence).  CARE joined as one of the partner organizations, in good faith, in order to show and build solidarity with advocate groups for the CRSV issue around the globe, providing valuable advice for the project team to incorporate the date “14 August, 1991” in the memorial as the day of “Silence Broken” by a survivor Hak-sun Kim.

CARE learned later that the Petrified Survivor memorial is scheduled to be installed in Berlin’s Mitte District in August—where the Statue of Peace, which honors victims of Japan’s military sexual slavery system, euphemistically known as the “comfort women”, remains under threat of removal.

While Petrified Survivor claims to represent global survivors of conflict-related sexual violence (CRSV), its organizers have:

• Censored the message of Grandma Lee (age 96), a prominent “comfort women” survivor;
• Refused to sign a basic public petition to protect the Statue of Peace in Mitte District, Berlin;
• Plans to Install their memorial in the same district in Berlin, prompting concerns of replacing/displacing the current Statue of Peace;
• And the project is hosted by an organization, Justice for Lai Dai Han, with no visible record of meaningful, survivor-centered activism beyond this sculpture.

We urge all human rights advocates to sign and share our petition to the Berlin City and Mitte District, and stand against the selective erasure of survivor voices.

❖ Why CARE Withdrew Its Support

1. Refusal to Show Grandma Lee’s Full Message

Despite being less than two minutes long, Grandma Lee’s full video message was rejected for containing two crucial truths: (Watch Grandma Lee’s video message HERE)

• A call for Japan to accept full responsibility for the “comfort women” issue;
• A plea to protect the Statue of Peace in Berlin.

The Petrified Survivor organizers cited “diplomatic concerns” and declined to play it in full during a two-hour unveiling program of the Petrified Survivor statue in The Hague—while claiming to amplify survivor voices.  If no time can be made to show her full voice for less than 2 minutes, it raises the question of whose stories are being centered and why.

2. Refusal to Sign a Basic Statement of Support

CARE invited the project’s lead artist, Rebecca Hawkins, to sign a short, public statement affirming support for the Statue of Peace and denouncing any erasure of one memorial for another. This request was denied, despite her repeated affirmation of support for the Statue of Peace in her email correspondence with CARE, raising serious questions about the project’s priorities.

3. Concerning Timing and Location

The new sculpture – Petrified Survivor – will be introduced in Berlin in August, just as the Statue of Peace faces the possibility of removal after September 28, per a recent Berlin court ruling. Though 2km apart, both statues are located in Berlin-Mitte, adding to the fear that Petrified Survivor is meant to symbolically replace the Statue of Peace.

4. Lack of Transparency and Questionable Motives

The host organization, Justice for Lai Dai Han (JLDH):

• Lists no funders, partners, or accountability mechanisms;
• Has conducted no known survivor-centered advocacy in Vietnam;
• Has focused narrowly on atrocities by South Korean soldiers, while remaining silent on U.S. military CRSV during the same war.

Academics have noted that earlier, similar efforts were linked to Japanese-funded lobbying campaigns aiming to dilute the “comfort women” issue internationally.

To be clear, CARE fully supports justice for the Vietnamese survivors of sexual violence during the Vietnam War, and we call on the South Korean government to unequivocally acknowledge its responsibility and take meaningful steps to resolve this issue with transparency and accountability. 

❖ This Is About More Than One Statue

The Statue of Peace is one of the few survivor-centered memorials in the world. It represents not just history—but a living call for truth, accountability, and reparative justice.

Creating a new memorial should never justify the erasure or silencing of another.

CARE, ‘Petrified Survivor’ 프로젝트에 대한 지지 철회: 베를린 소녀상 보호 및 생존자 중심 정의를 위한 성명

❖ 요약

CARE는 모든 전시성폭력 (conflict-related sexual violence, CRSV) 생존자들을 위한 조형물로 알려진 Petrified Survivor 조형물 프로젝트에 대한 지지를 공식 철회합니다.  CARE는 전 세계 전시성폭력 피해자 옹호단체들과 연대하기 위해 Petrified Survivor 프로젝트의 파트너 단체 중 하나로 참여했으며, 김학순 할머니가 최초로 침묵을 깬 “1991년8월14일”이라는 중요한 날짜를 조형물에 포함시킬 것을 조언하며 프로젝트에 협조하였습니다.

그런데 이후, CARE는 Petrified Survivor 조형물이 현재 일본 정부의 압박 속에 철거 위협을 받고 있는 베를린 소녀상이 있는 곳과 같은 지역인 베를린 미테구에 설치될 예정라는 것을 알게 되었습니다.

이 새로운 조형물을 추진하는 팀은 말로는 전 세계의 전시성폭력 생존자들을 대변한다고 하면서 실제로는 다음과 같이 상충되는 모습을 보여주었습니다:

• 이용수 할머니의 비디오 메세지를 검열하고,
• 베를린 미테구 소녀상에 대한 짧고 간결한 공개 지지 성명서에 서명을 거부했으며,
• 현재 있는 평화의 소녀상을 대치하거나 철거하는 이유가 될 수 있는데도, 같은 미테구에 이 조형물 설치를 추진하고 있으며,
• 이 조형물 프로젝트 뒤에 있는 Justice for Lai Dai Han (라이따이한에게 정의를)이라는 단체는, 이 조형물 프로젝트 외에는 어떠한 종류의 생존자 중심 활동이나 캠페인도 벌인 기록이 없습니다.

우리는 모든 인권옹호자들께 부탁드립니다! 베를린 시와 미테구 당국에게 보내는 이 청원서에 서명해 주세요.  그래서 생존자 목소리를 취사선택해서 삭제하는 행태에 단호히 반대해 주세요!

❖ CARE가 지지를 철회한 이유

1. 이용수 할머니의 메시지 검열 및 편집 시도

이용수 할머니는 일본군 성노예제 생존자로서, 모든 전시성폭력 피해자를 추모한다는 취지의 이 조형물의 제막식을 영상메세지를 통해 축하하고자 했습니다. 하지만 조형물 프로젝트 측은 2분도 안 되는 할머니의 영상메세지 중 일본의 책임과 소녀상 보호를 촉구하는 내용이 포함되어 있다는 이유로 “외교적 우려”를 내세우며 두 시간짜리 제막식에서 전체 상영을 거부하면서, 그 내용을 삭제한 채 상영할 의도를 밝혔습니다. (이용수 할머니의 영상메세지) 이 제막식이 누구의 이야기를 중심으로 진행되는 것이며 그 근거와 이유는 무엇인가 묻지 않을 수 없습니다.

2. 기본적인 지지 성명서 서명 거부

CARE는 주최 측에 간단한 지지 성명—소녀상 철거 반대와 생존자 기억의 보호를 촉구하는 공개지지성명—에 서명해줄 것을 요청했지만, 조각가 레베카 호킨스는 CARE와의 이메일을 통해 여러번 소녀상 존치를 지지한다고 밝혔음에도 불구하고, 이를 거절했습니다. 우리는 이에 프로젝트의 진정성에 심각한 의문을 제기하게 되었습니다.

3. 설치 시점과 위치의 문제

Petrified Survivor 조형물은 최근 법원 판결에 따라 9월 28일 이후 철거될 수도 있는 소녀상과 같은 지역인 미테구에 오는 8월에 앞으로 2년간 설치됩니다. 지리적으로는 2km 떨어져 있으나, 상징적으로는 소녀상을 대체하려는 의도라고 볼 수 있습니다.

4. 주최 단체의 불투명성과 정치적 의혹

Petrified Survivor 프로젝트의 주관 단체인 Justice for Lai Dai Han (JLDH)과 관련하여, 다음과 같은 의혹이 있습니다:

• 이 단체에 대한 공식 후원자, 재정 정보, 연대 단체에 대해 전혀 알려진 바가 없습니다.
• 본 Petrified Survivor 프로젝트를 제외하고는, 베트남 생존자와의 연대 활동, 진상 조사 또는 정의회복을 위한 캠페인을 벌인 기록이 전무합니다.
• 같은 전쟁 내에서 벌어진 더 큰 규모의 미군의 성폭력에는 침묵하며, 한국군의 전쟁 범죄만 부각시켜 특정한 정치적 의도가 있는 것이 아닌지 의심하게 합니다.

학계에서는 JLDH가 과거 일본 정부의 위안부 역사 부정 캠페인과 연계된 로비스트들과 연결되었을 가능성도 제기되어 왔습니다.

CARE는 베트남 전쟁당시 성폭력의 피해를 입은 생존자들을 위한 정의회복을 전적으로 지지하며, 한국정부가 그 책임에 대해 명백하게 인정하고, 투명하고 책임있는 방식으로 이 문제 해결을 위한 의미있는 조처를 취할 것을 촉구한다는 점을 분명히 밝힙니다. 

❖ 이것은 단지 조형물 한 개의 문제가 아닙니다

평화의 소녀상은 전 세계 시민들이 연대해 온 몇 안되는 생존자 중심의 역사 정의 및 여성 인권의 상징물 입니다. 이것은 단지 과거의 기억이 아니라, 진실과 책임, 회복적 정의를 향한 목소리입니다. 어떠한 새로운 기념비나 조형물도 피해자를 기억하는 기존의 기림비를 지우거나 대체하거나, 침묵 시키는 이유가 되어서는 안 됩니다.
